Open Question: need some help with car mods for civic?

i have a 99 civic lx, im planing on buying a new engine. im not to good with cars, but have friends that can help. first, is a Honda Civic JDM B16A OBD2 96-99 Engine Only ,with 45k miles for 1750 a pretty good deal? also i was told that since my car has a stock b16y8 in it i shouldn't need to buy a axel, shifter, mount, transmission ,computer etc. but i may need a ecu which could cost another 100 or so. since were going to take out my engine i thought it would be a good idea to go ahead and change water pump and timing belt and all that. but would i need to change anything else out? im running a automatic transmission and hope that it will all fit together when we put it together. need another engine cause one i have has metal in the oil :( anyone have any advise to give me maybe suggest a better engine, but not something to pricy, was looking at the jdm type r engine with 40k miles for 3k, but not sure. i dont want to over do it with the car, i rather put better engine in a nicer body, my car is all dented up with broke windows :P or if i should put headers on the enginer while its out, maybe some decent bolt on ones. wanna fix it up a little seeing as im going to have it for another few years. i decided to stick with b16y8 and put turbo on it, @ kyle, not everyone can afford a new car i just stick with what i got....
